There are some arguments that sexual relations with cousins or nieces/nephews doesn't really do that much genetic damage especially with good existing genetic stock, but still I'd say it's not the best idea.  A lot of this stuff goes on behind closed doors where both parties keep it a secret, and no pregnancy results. Cultural mores can pressure people to act a certain way but all human "values" are merely "suggestions"  (should statements) unless backed up by the force of law or punishment. If neither party is hurt by the transaction and both enjoy the transaction, and nobody finds out, then no harm done.  There's a lot of cultural stigmatizing when it comes to sex still compared to our actual genetic drives and nature.

If it's with a "brother in law" or "sister in law" in which there is no blood relation, technically there is no issue unless people make it one. Spending that much time with someone of close age of the opposite gender with no blood relation... people are naturally going to want to fuck, and at younger ages than society typically deems acceptable. Just saying.
