Marks that a country have future or that is a lost case

When we observe a individual, ourselves or for exemple a bussiness we can somehow have red flags that show that it have chances for growth or that is in a slope path to decadence.

In a country. For example I live in Portugal now. And is showing some signs that is making me not so positive to live here anymore. The education system is a mess. Teachers are in a strike since December. Housing situation a mess, Real States selling Golden Visas and Luxury Houses for Retired old people from North Europe and locals having difficulty to cope with the rising prices, The contry forests are not so big and summer everything dry and water is not so abundand. There are predictions of a desertification. So all I can see here is that in the next 30 40 years this will be a MadMax land. 

There is some source of a metric to evaluate a good place to go for growth. Like, when you evaluate a relationship you aim for not perfection but at least to have some margin to work for growth. For a country, what flags can one look for ? RED FLAGS, blue flags.

I'm not experienced with like judging whether or not a country is a good place to live in compared to the rest of the world, but I do have some thoughts.

I think it really depends on you and what you value and priotize to a certain extent. How do you want to live your life and is the country you live in right now reasonably conducive to that? Are you OK to a reasonable extent with the cons of the country you live in or the country you want to move to?

Perhaps you could use Maslows hierarchy of needs to measure how a country reasonably caters to each level. If it fails an aspect that is important to you, for example self-actualization since a failing economy would make you too busy with scrounging resources to live according to your highest values.

In terms of "red-flags", again, I think it depends on you. Every country is going to have some cons regardless, but you're not in immediate danger most likely where you live right now. Its not likely that a war suddenly breaks out like in Ukraine. In that case, you're already gone before you get the chance to even think in terms of "red flags".

Sounds like Sweden. Aren't these signs for most countries during regression?

I am moving to Mallorca because of how stupid teachers are in my little sisters school. 

But in Portugal you guys have some nice, big waves to surf on so that's a big plus.

@D2sage Yes, If you are unto Surf as  tourist good, come, enjoy, but to live here better get ready to afford the housing prices either to rent or buy and still the insulation quality of most houses are Medieval. Maybe one of the great shits here is that is all set to Turistic Optimization and not good quality of life for the locals.
