Yes, that is a factor to keep in mind. I'm not sure how easy that is to pull off successfully. Since there are usually multiple cameras and gaps in footage would look suspicious.

you can get in legal trouble if you say you fired a gun at someone but weren’t willing to kill them because they can argue that means you didn’t have justification to fire at them

Did you watch the video. The man took two shots in the chest and still walked as if he was the hulk. I thought he was wearing a bulletproof vest. He didn't even budge. He just turned away, walked back to his resting place and that's when he fell to the floor. I've seen people hop while taking bullets to the feet. Police are trained to shoot to kill.
