Its said that our true being is One, Selfless, God, Love & true Happiness. Why would one ever choose to leave those states and dream a reality where he wont be fulfilled and only chaise its tail looking for fullfilment? Some might say those Selfless and God like states might be boring but neither will you find fullfilment in this survival minded corrupt world. Youll only wish to go back to those „boring“ states.

God is the cause of these things in the same way that the ocean has tides. But it does not decide them. God has no sense of self.

So when you ask "why would one ever choose..." you are making two errors:

1. You believe there is such a thing as choosing. Choosing does not exist even in human experience. 
2. You believe that God must have the ability to "choose" (even if humans can't). 

You are extrapolating and amplifying the notion of "choice" to the celestial realm when it manifestly exists nowhere else, and never has.

"Choosing" (the illusion thereof) opens a Pandora's Box of limitation, bias and finitude. It reduces the idea of God to something finite.

Only through what you call the "dream reality", you can have someone "other" than you. Through this, it becomes possible for God to love an other and to share all his greatness and beauty with an other. Before God created what we call "normal reality", God couldn't share his greatness with anyone.

In an ironic and paradoxical way, God would not be perfect Love if it did not put itself through everything that does not feel like perfection.  Perfect Love includes and accepts EVERYTHING.  And so all manner of mundaneness, feelings of unfulfillment, dysphoria, pain, and suffering must manifest. Otherwise God would be partial and therefore not Infinite.
