Response vs action difference?

This is a quote from Sadhguru:

“My ability to respond is limitless, but my ability to act is limited. I am one hundred percent responsible for everything I am and everything I am not, for my capacities and my incapacities, for my joys and my miseries. I am the one who determines the nature of my experience in this life and beyond. I am the maker of my life.”

 

I have a huge misunderstanding because I can't discern the difference between a response and an action. In my mind a response is an action. Can someone help clarify what he means? How is a response different than an action?

He wants to say that you can always choose to respond to situations in life yet you cannot really act in those situations because you have little control over what you can do. Suffering will always exist yet the response to this suffering is the only thing in your hands.
