Stamp seal 5Meo Dmt

Hello everyone, I just boulot some 5Meo Dmt from the US for personnalisé use. The package is on hold bécause it is à discreet package. The courrier company wants me to pay 750USD for a restricted stamp seal to avoir costume check(money will be refunded to me after delivery). I texted the seller and he told me this happens often. Should I pay or am I being scamed ?
