Should popular democracy movements in stage red - blue societies receive support?

Or should whatever autocratic power in those societies simply be pressured to lay some foundations for stage orange so the society can at a later time become a democracy?

Things have to progress at their natural pace. You can't go in and try to pressure or speed it up. Look at everything the US has tried to do in the Middle East. Usually it backfires and sets them back even further.
