I don't get why anyone wouldn't take a third shot. It's literally the same as the first two.

maybe because it was kind of sold to people as a twice shot and done thing and now it could turn into endless shots, which many people aren't willing to do

also one person who told me had horrible reactions to the second shot, so now she would be scared to get another shot
