How should Europeans (the West in general) be held accountable for climate genocide?

Anyone whose done any extensive research on climate change knows the global south is going to bear the brunt of climate change most harshly. Since we're tracking the worst case scenarios of many climate models, I really don't see how there won't be massive famines, droughts, civil conflict  and ultimately death. And unfortunately the global south has historically contributed the least to climate change.

This leads me to a question that I've been wondering about sometime. How should the West be held accountable for their collective negligence? Should the West have to pay for and invest in infrastructure that'll prepare the global south for the worst of climate change?

Will the West ultimately collapse from its own karma when their countries are beseiged by hundreds of millions of climate refugees? 

Do you think resentment and rage for the West will only grow over time when people of the global south realize just how much they've been shafted? 

Will this resentment and rage be justified?

Justifications, rationalizations, and reasons are given for rage and resentment all the time.

Also, Brazil is in a race with China to see who can do the most damage to the global climate right now. China these past 15 years has been booming and polluting similar to how the U.S. was in the 15 or so years after WW2 ended. But the rainforest destruction is possibly worse because SO MUCH depends on that ecosystem being in balance.

I think its fair but I can't imagine it going very well with citizens in western countries. They can barely acknowledge all the suffering their governments have imposed over the course of the past 500 years.
