How do you motivate millions, upon billions of people to march to a single drum? Any tips would be nice

The recipe would be something like this but depends on what you call a " single drum " : a symbol to believe , some inner group competition , fixed hierarchies  ... ohhh I almost forgot and lastly an evil enemy .
