Is God powerful only at higher consciousness?

God is of course always almighty. What differs is the consciousness of that fact.

I would say that there is infinite levels to conciousness and mind.

The unmanifest contains infinite context and potentiality and it is pure but the more it gets manifested the more limited it gets, but one thing that is on every level is prob awareness.

Maybe animals can't think about I AM but they are aware and intelligent which is universal
