Yes. And I doubt Biden's reading off a script in last comment, just looks incredibly strange, I noticed that and as noted many other strange things like that throughout the debate as noted in page 2 of this discussion.

They're both wolves, the difference here is that Biden's no doubt about it a wolf in sheep's clothing. People have fallen for it hook line and sinker, they know it, so that's the marketing they pull upfront while he gets a blowjob underneath the table by Monica Lewinsky, its Bill Clinton all over again but at a lower level.
