Preferential enforcement of social distancing

Why does the American police enforce 'social distancing' when small businesses want to work, when they want to keep their heads above water? Why don't they enforce the same laws when rioters and looters destroy small businesses? Is this just a mistake? Or is there a deeper, sinister agenda behind this?
