I suppose it can be called a "level of understanding" in a way... 

In another way, the percentage of wholeness experienced... (0-100 %) ...

Consciousness is infinite.  It is Infinity.  It expands and contracts in infinite directions.

Intelligence is a facet of consciousness.

I would never say low or high level of consciousness, however ppl who use those phrases may mean  "within the human mind", one can have high or low levels of consciousness, meaning, if it were low someone may be depressed, but if high one may happy/cheerful, maybe acting spiritual and meditating. That is the finite way of looking at things.

In reality, the infinite way of seeing it is that awareness/consciousness is the substrate or fabric of the universe, so it is everywhere, pervading and illuminating everything. As well as it is the substance that all things are made out of, so there is no low or high consciousness at all.?

Creating the life you want vs sleeping through it in reactionary attachment to thinking. Keep in mind, similar to how spiral dynamics ‘fits’ collectively, “higher & lower consciousness” is not a collective perspective, only in regards to your experience.
