Is education/culture enough to pull a person towards center of gravity stage?

Or that the person must do an inner work too, and go through self dissonances in order for this to happen?

I claim that orange-green education (for example) is not enough, and the person must deal successfuly with his inner crises and do inner grow, in order to discover in his own direct experience the nessesity of orange-green stages and to really stabilize within them.
