Enlightenment certification?

I'm reading One Robe, One Bowl right this moment :

In the introduction, it says that Ryokan received his certification after getting his enlightenment. I'm missing something though. How can we be sure that one is enlightened? Can one simply fake his enlightenment in order to receive his certification?

P.S.: Incredible book! If you haven't read it already, please do it. Very powerful and beautiful poetry, it will make you want to become a monk!

@FredFred Certification and Application are two different things. You can be a certified personal trainer, or you can be the buddha-builder.

A certification is only as valid as you imagine it to be.
