Why do I keep making the same mistake OVER and OVER again

I have this issue of constant research, if I need to learn a new skill I will just read on it endlessly and read a ton of books, courses you name it. And when I try to implement the information I'll google what I'm after and read a blog on what I'm after and I feel like there is no information that I can implement so I go to get books in hopes of finding this information, but still run into the same issue. I hear its called analysis paralysis, I don't know why this happends. It's obviously a habit because I do it over and over. 

 

So why does this happen and what is a step by step process that I can follow to end this? I think I do have uncertainties when learning something, I want to make sure that I learn in the best way possible. I do have a fear and that's the fear that I am doing it wrong.
