Is consciousness outside of time and space?

Is consciousness outside of time and space? 

If it is, is it fair to say that 'time', 'space', 'form' and all other phenomenon in Maya are downstream from consciousness, which is prior to time and space. 


Isn't it so, yes or no?

Time, space and all other phenomena is inside consciousness.

Time and space exist in consciousness, consciousness doesn't exist in time and space. A Buddha does not live in time, does not live in space. His body moves, we can see his body, but body is not the Buddha.
