In theory, you can find the broken ones and buy spare parts and replace them, but I don’t know what will be cheaper and more reliable.

@The White Belt I use both earplugs + headphones (with white noise) at the same time! 

Foam earplugs are too expensive in the long run (for me) so I use re-usable silicon ones (just wash 'em after each use) for 1 month.

Find some classic headphones for noise reduction or ear foams.
