In most countries meritocracy is a lie, all they know it and will not change soon.

I have graduated in law and applied more than 10 times in public institutions (mostly in courts) first there is a formal test if passed then there is a oral test, when I told them I want to see the test of another person they told me that this would violent privacy right. Literally there is no transparency. That's the story

Harvard is a good example. 45% of admitted students are legacy (parents went to Harvard), donation-based or varsity (to sports I hadn’t heard of that are also ridiculously expensive). The elite will do everything in their power to keep the system working for them. From time to time there are disruptors who can break through.
