Culturism vs Tolerance

Various factors explain the behavior of subgroups within a population, including geographic, ethnic, political, and religious groups. Two major factors often mentioned are socio-economic conditions and political oppression. 

At what point can we identify cultural factors as reasons for certain behaviors, separate from socio-economic or political influences? 

For example, when discussing terrorism, one perspective argues it results from oppression, while another suggests it arises from cultural beliefs. Some believe both factors play a role. 

When can we distinguish cultural factors from influences like geography, socio-economics, or individual psychology? 

Can someone be a "culturist," meaning have a moral stance against certain cultures? Should we be tolerant of all cultural practices, even if we disagree? If tolerance is necessary, how far should it extend? 

The key question is: when can we no longer blame socio-economic or oppressive conditions for cultural traits that some may view as negative? Is it acceptable to identify as a "culturist"?
