This is not always the case. There are energy vampire entities that leeches off of someone's good energy and someone of a higher frequency can attract these types who are seeking to leech off of their energy, IOW, someone of sound mind can attract someone with a chaotic mind that's looking to stabilize itself. The energy is doing this; the person didn't set out to consciously do this. It's called balance.
