Where to study abroad (scholarship)?

Hey all, i will keep it short, I am from a third world country, Iraq, I want to study abroad, I have good enough qualifications, I want to study either Aerospace engineering or something related to computer science or tech or Ai, still not settled but I have an idea of what I like as a major (though its different from my LP, but relates).

So, where to apply?
Qatar, a fellow Arab country that's very rich and much better, is an option my mom is suggesting.
I don't like the USA much, so I am thinking maybe Netherlands, UK, Germany, what else?
What would you guys recommend? I want to hear opinions and tips

Ireland is a great place for studying. It's peaceful and secure, with flexible academics and a good ecosystem due to its tax policy.

I studied a semester there and I was very pleased.

Dont study abroad. It's expensive. Instead pass from local college and work abroad
