Money talks. The same sort of thing happens in Egypt. Information and investigations are deliberately held back - in that case it's probably to do with a sense of keeping the mystery going for the sake of tourism. It could be that more money is to be made by not excavating at Gobekli tepe: it keeps the mystery going and the tourists coming, and hence all the new roads and walkways.

The video argues against this by saying "they have billions at their disposal" making it seem they wouldn't need the money. However the most likely and simplest reason for not excavating the site is probably a money issue.
