How to reduce Crime in Big Cities?

I follow a guy who is in the Election to be a Mayor of a big city in Brasil. He is of course connected with Bolsonaro and have the same Vibe of Bolsonaro and the policy to increase even more the power of Police, and give better weapons and tecnology to cops. Of course security is a need in Big Cities, but  what about the Police Corruption. In Brasil and many places, the very cops that are suppouse to protect are also involved in Crime.

Reduce corruption, reduce income inequality, increase eduction, increase opportunities, and eventually increase in spiral dynamics levels. 

More conscious people are less aggressive and do less crime.
