I really thought Tulsi was better than that NATO has absolutely nothing to do with this war. This war started because Ukraine ditched their Russian overlords and wants to be with the EU. It is much like a disgruntled ex not wanting their former partner hooking up with someone better, and so they decide to just murder them.
