There is no actual harm as long as you don't act out your impulses in irl. It's like a fetish or fantasy, it's weird yet not criminal. Deciding whether it's ethical or not is a bit complicated because ethics itself is not a universal concept. Some people might say stealing is wrong, others might defend it depending on circumstances. Ethics is a part of your own conscience and not so much for others to decide.
