Salt form will dissolve easily in water, freebase will not. Freebase will also respond much more quickly to heat, that is to say it will melt and vaporize faster. As mentioned, if you intend to plug it use vinegar to convert at least some of the freebase to acetate salt.

The vinegar is used to convert a freebase into a salt for plugging. Ketamine is already a salt, so there's no need to use vinegar. Just crush into a fine powder and dissolve in a minimal amount of water, and the ketamine is ready to use. 40mg will probably too low a dose.
